The news about funding depends on your field.
Science is still pretty well funded in the USA. But the US medical school biomedical research system is built upon NIH indirect dollars. I am not sure how the rest of the world works in this regard, but here in the US each institution collects a certain "extra" amount on top of the grant. So for every $100 I get, Sinai gets $69.5. With this money they provide services and support. Further, we have pay a certain (quite large) percentage of salary from the grants. No grants, the system collapses.
As can be seen from the graph (source NIH) the dollars for the NIH has reduced a lot since the Clinton era. In contrast, the dollars for the US military has gone up steadily! Factor in the 20-fold larger budget for the guns, then you get my head line. (Graphs for the guns are from the Washington Post.)
As an aside, I would note that the pie chart features "social security" as US government expenditure (pensions for those not in the USA). This is always presented as "standard" 20% of the budget. Whilst this is true, what is ALWAYS forgotten is that it has its own revenue stream (not part of income tax per se)!! Even worse, the social security trust fund (the reserve built up over many years) has "loaned" over 2 trillion USD to the military budget! Do you think we will get it back?
